Do you need a food permit to sell coffee in Texas?

If so then do you need one to give coffee away. Keep in mind this is a small town and everyone knows everything about everyone else so please no answers like you only need one if you get caught. It's just coffee.

    In Texas, you might near need a permit to wipe your a s s, Permit this permit that, Check with your local municipality, to avoid any problems later
