When Bush wanted to spend the money?
I remembered well Republican had only small majority like (51-49) in the senate.
and Obama spent 3 times more than Bush's 8 years in his first 2 month! and Libs still accusing Bush spending like a drunk sailor?!

Only on judicial nominations. I do believe the Democrats' complaints about the budgets were they weren't spending enough on their domestic pet projects.

Yes, they did once, briefly, for about a week over Iraq war funding. Remember, Republicans were threatening to create the so-called "nuclear option" where a majority of the senate could push a vote, not the current requirement of 60 reps? It never happened, Democrats gave up and funded the war.
Aside from the wars, most of Bush's big spending took place when Democrats controlled congress. They would only pass legislation if it contained millions in earmarks for them. Democrats had to be bribed to do their job in DC.
