In my area, Southern California, the only place that I have seen them available in retail stores is at Vons grocery stores both by the register, and in the gift cards section.

If you cannot find an E-bay gift card, or if you want to be able to shop at stores other than E-bay online, I highly recommend that you purchase a pre-paid Visa or Mastercard. They are available just about everywhere from 7-11 to grocery stores, drug stores to discount stores like Walmart and will allow you to shop anywhere online where credit cards are accepted.
