The official process:
http://nobelprize.org/nomination/literature/proces...
*Important -- that link is to the process of a Nobel Prize in literature, below is the average (hence the few "ish") process for each Nobel Prize.
Previous September: Invitation letters/Nomination requests are sent out
February: Deadline for submissions
March-April-ish: Possible candidates are chosen
May-ish-August: Candidates are reviewed and evaluated
October: Nobel Laureates are chosen and announced
December 10: Nobel Prize award ceremony takes place in Oslo, Norway
I'm not sure if your additional details mean you want to know the winners for 2009, but as you can see from the steps the candidates are only just being chosen.

the award ceremony is carried out on the 10th of December every year i think thats because that that is the date that Alfred Nobel died in 1896.
I'm not sure if the winner is announced before that.

i believe it was announced in October or November. The actual awards ceremony was in December.

same month as all of the other Nobel prizes I imagine, such as science for example, why? are you going for it?
