MY COMPUTOR WILL NOT BOOT.?
IT JUST KEEPS GOING BACK AROUND IN CIRCLES FROM SAFE MODE TO START NORMALLY, THEN IT BEGINS TO START ONLY TO BLUE SCREEN FOR 2 SEC, THEN START OVER AGAIN. wHAT SHOULD i DO? FORMAT IT? AND IF SO HOW. IT IS A DELL INSPIRON/9300. IT'S DRIVING ME NUTS. HELP PLEASE!

Tips:
method 1 - blue screen is memory card problem or memory stick problem, you have to replace the memory sticks.
method 2 - Use ghost CD method - symmetra CD to bypass your installation, the manufacturer or previous user installed before.
Note: please be patience.
Try this methods to resolved your problem.

Will it actually start in safe mode? If so, have you tried a system restore? Go to Start > All Programs > Accessories > System Tools > System Restore and select an earlier time to restore your computer to. (You might want to back up any important files, just in case).
If that fails, if the blue screen is there for long enough, try to note down the error code, which, with the help of Google, will be able to narrow down the possible faults. If the screen is not there for long enough, there is a way to change that, though I'm not sure how. A simple search on Google should help, or someone here may be able to.

Looks like somethings gone way wrong. Looks like a restore to factory settings is required. Hope you backed up your files and settings as they will be lost unless you can use a linux disk to rescue them before you restore. Sorry I cant be more help but it would need a computer tech sat at the puter to be more help. Have a look on the dell site for instructions on how to restore your particular Laptop.

Very obvious you have a hardware problem.
It can be your PSU or Memory issue. Try the Memory 1st. If you have 2 sticks, run with one first and then swapped the others later. If still same problem, then try changing the PSU.

Reformatting is quite easy. Just put in the disc when your computer starts and press F12 for boot manager and boot from disc.From then on just follow instructions.

put in windows install disc go to repair and type in /r chkdsk and let it run
