It's just called "Coming to America - King's Motorcade." It's by Nile Rodgers.
It's not on the Coming to America soundtrack, but I did find it on this random movie score compilation CD (it's Track 6):

I did not see a presidential motorcade but I saw Reagan's helicopter fly back to the White House when I was down in Washington D.C. back in 1985. And I have seen the Canadian Prime Minister's motorcade.... last year.
