I'm a little confused on your question. Are you the creator of the website, or just an affiliate of a website?
It sounds to me like you're an affiliate.
If this is the case, the owner/creator of the website would collect the fees from members of the site. You would then be paid your commission for the members that signed up through your link.
On the other hand, if you were the owner of the site, you would charge your own membership fees, which would be paid to you. If you had other people promoting your website for you, you would be the one to pay them.
