Aerial bombardment is legitimate only when directed at a military objective, that is to say, an object of which the destruction or injury would constitute a distinct military advantage to the belligerent.

The bombardment of cities, towns, villages, dwellings or buildings not in the immediate neighbor-hood of the operations of land forces is prohibited.

define the 'immediate neighborhood' by miles please?

    But there is no definition in miles. If the international rules of warfare had a rule that you cannot bomb within 10 miles of a civilian center, that would be the rule. Instead the rule is that you cannot bomb outside the immediate neighborhood of military targets. It says "immediate neighborhood" because that may vary depending upon the target, the munitions used, the threat posed, and the military advantage gained. You are asking for a rule that doesn't exist and ignoring the rule that does.

    Define it in miles?

    I guess that would depend on what kind of bomb you are dropping and what the radius of the explosion is.
