MS Paint question! Can't use "fill with color" option!?

I have an ink drawing that I have scanned and I am trying to use ms paint to color it using the "Fill with Color" option (the bucket of paint icon). Normally you can use this option to point to an enclosed area and it will fill the entire area. For some reason ms paint does not recognize the enclosed areas of my uploaded image.

How can I fill these areas with color? Do I need to use another program? I use a MAC and am interested in a basic program, nothing fancy or complicated. Help! Please!

    Fill with color works for enclosed line drawings made by Paint.

    Your scanned image is filled with several thousands of pixels.

    You can see them by zooming in.

    Fill with color fills just a few pixels there.

    You have to use a brush or eraser+fill to fill the space inside.

    I wondering basically the same question. But answer given here is from 6 years ago. Is there an updated "Answer" for Windows 8.1? Have they figured out a way to have the enclosed areas with a click of the mouse and using the paint bucket for fairly large areas, like say an entire page of one solid color yet? Or am I still breaking out the ol paint brush" and giving it the ol elbow grease and about a good 20 to 30 minutes to get a perfectly smooth, even solid color? The brushes, makers, pencils are awesome for smaller projects, but the Paint App should allow you to start off with any color page you want , if you want, No?

    Make sure the right layer is active. Select the bucket tool and the correct color. In the tool's horizontal toolbar, select Foreground, Opacity 100% and tolerance 100. Now LEFT click on the image to flood fill.
