Graphics card question? 10 points available?

When a graphics card says 512mb dedicated memory, and then says up to 1900mb of memory. I know the extra '1400mb' of memory comes from the RAM (or virtual memory), however do I have to manually choose to give the extra 1400mb to the graphics card or does it do it automatically?

If I have to do it manually, how do I do it?

The computer automatically distributes the memory (i.e. 512MB video memory). Whatever the memory card size is will take away from the total computer RAM.
