1993 Dodge Dakota Transmission problem?

This is not serious i had to be a cowboy and drove through a big puddle the other day. Not a big issue normally but it dropped to -10 that night and when i went to use the truck the gas peddle was very stiff. i didn't know what to make of it so i pushed a little more and it moved slowly and with some resistance. Ever since then i can't get the truck to go into passing gear. It shifts fine and even the overdrive is working but when i push peddle to floor it wont drop gear to passing. I check the throttle body and there are 3 cables coming out of it . 1 to peddle, other to cruise control module and a third running toward transmission. Any idea's?

Update:

After some further checking the cable appears to be attached to something it is recoiling when i pull on it like something on other end is moving. plus i can hear something move when i pull on it. But there appears to be a little play in it the throttle moves about 1/2 inch or more before this cable moves is this normal?? i am hoping is just a matter of the cable slipping or coming out of adjustment? Also noticed when i hold peddle down when releasing the truck suddenly tries to into passing then drops out immediately.

    The third cable is the down shift cable. It sound like cable is broke or came loose at the transmission. Or dog is damage in the transmission. The may all so be pull to long. At 10 deg ice can build up keep the dog from moving. And you most likely went back up to speed. Making it even cold around the cable and transmission. Metal can be broken at those low temper. Hopeful you will only need to replace the cable. It is broke.

    sounds like a case of the bands slipping especially if you smell burnt fluid I would say a rebuild is in your future.. you could try using some lucas transmission fix but its going to be more of a band aid on a larger problem...
