What state(s) have been the least effected by the economy?

All states are affected by the economy. The states that have been hurt the least, or actually gained some, are ones that are rich in natural resources (oil, natural gas, etc).
According to the Center for Budget and Policy Priorities (CBPP), the states that are not running budget deficits are Wyoming, Montana, and North Dakota.
Also, Alaska is very oil rich and is doing fairly well right now.

I have family in New Mexico and have heard that Albuquerque and the further south you go has not been affected by the economy as much.
