Just upload the picture on a site like photobucket, then the site will give you a web link and other options for forums like html... and just copy the web link in your question so people can click on it and go to the site were the picture is.
I don't think there's any other way because there aren't any attachment options in yahoo answers and i don't think it can be uploaded as an html format.
