A 27" tube will work.
BTW, 700C is not a measurement, it is a designation. It was the third variant of a nominally 700mm wheel, the first one being 700A and the second one being 700B. The bead seat diameter of a 700C tire is 622mm and a 23x622 tire is roughly 26.4 inches tall. To get a 700mm tall wheel with 700C would require a 38mm tire, for 698mm.
A 27" rim has a diameter of 630mm, or 8mm larger than a 700C. That's close enough for a tube, but not close enough for a tire.

700c tubes will also fit 27" wheels, the two sizes are close, but 27" is an obsolete size.

700 is in mm 25.4 mm in an inch
700 / 25.4 = 27.559 inches
