Some historians believe that if Xerxes had conquered Greece, the Roman Empire would never have occured, instead, the Persian Empire would have covered Europe instead.

I doubt that they would have covered Europe. The Persians were never able to defeat the Scythians and the Scythians in turn always feared the Romans and the German tribes of the North. Im also pretty sure that the Etruscans would have been able to hold them back.

Actually, Persia probably wouldn't have dominated the western Mediterranean. Even if a stronger Persian presence could have stifled a nascent Rome, Carthage would still have ruled the seas. So very likely we'd all be burning our children in the bellies of Ba'al shaped ovens (if Roman propaganda is to be believed).

He never had a plan to conquer Europe. To them Europe was nowhere, they were only interested with the civilized world of that time. The only thing Xerxes was obsessed with was to regain the Ionian states which had rebelled against him, and to get revenge from Athenians who helped them.

Xerxes did conquer greece it is recorded by a historian named . Herodotus, who also described him as fickle and incompetent. You can see this in the bible in ester, when he threw out his wife vashti because she wouldn't dance for his 100-some day party.
