national government; power; "congress" should be federal or national

Basically, the Virginia Plan was trying to give more power to the larger states so the smaller states would have less say in national decisions. This would turn out to be the exact opposite of the New Jersey Plan, which advocated for equal representation in Congress and more power for the people. In the end, the two plans were divided into the Great Compromise, which took parts from both of the plans. Article I of the Constitution, which explains the workings of Congress, is based on the Great Compromise.
