You say it's hot at the 200 amp how about coming out of the 100 amp breaker in the house before it goes to the barn? If that is low on one side try turning it off and turning it back on. If that doesn't fix it replace that 100 amp breaker.

To start with verify the following items. In your house check the voltage at the 100 amp breaker feeding your barn. You can do this by placing a volt meter across the two wires on the load side of the 100 amp breaker , you should have 220 volts. If not trip the breaker all the way off and back on. Check again , if you still don't have 220 volts I would assume the 100 amp braker is defective. If you read 220 volts then do the same test at the barn. Second test check at the barn from each hot wire to ground & neutral ( white wire) you you read 120 volts. If you don't read 120 volts , then I would assume a loose connection or a break in the wire.

Did the person who wired follow a color code? Like are the wires BLK-RED-WHT-GRN, or maybe bare instead of green?
So I'm guessing what you're saying is that hot1 to neutral is 110V, but hot2 to neutral is 20V in the barn? You're not measuring to ground, right? Maybe you have gnd and neutral switched by accident.
If you measure between the 2 hot wires in the barn is it 220? If not, maybe one of the hots came loose or has an open someplace. Maybe you have a ganged 2-section breaker in your main box, but one side isn't flipped all the way on? Try flipping that 100A breaker off all the way, and on again.
Maybe time to call an electrician. I bet this would be a quick call, less than $100.

Is the wire in conduit or direct burial?
If it's in conduit, you may be able to re pull the wires.
If it's buried directly, you may have to dig it up and run new wire.
If I can be any more help, let me know.
