"es logan q vino a rafa el de arriba?"

Could someone please translate this from Spanish to English for me? Thanks

    is Rafa and Logan a name?

    That doesn't mean anything, some words are Spanish but it won't make sense.

    If I were to translate it, it would be:

    Is Logan (q) wine (rafa) the up.

    The Q could be que(than) or qué(what).

    Rafa... no idea.

    My best guess: Is Logan higher than the wine?

    It would go like: Hey,it's Logan... Rafa from upstairs is here/ came over
