I have a question about Twitter?

If you want to send a Tweet to a person do you simply just type in @username? And will they be able to read it if they don't follow you?

    Yes that is right. To direct a message at someone you use the @username.

    They would be able to read you tweet even if they don't follow you in the replies section in the twitter page or tweetdeck. It does this by searching tweets with the @username keyword. Thus this is only accurate if your tweets are public.
