Have you ever tried Paint.net or GIMP? GIMP is kinda complicated and Paint.net isn't exactly beautiful, but both are free downloads. Hope that helps. :]

Oh, and I just remembered: There's http://www.lunapic.com/editor/ which is a site that I use a lot, and http://iaza.com/ Both are free and easy. The two are my favorite image modifying sites to go to.

try iscribble.net, it pretty cool, plus you can chat with people, the downside is that you have to be a regular to be able to use all the tools.

You can also try Rate my drawing, there are 2 versions when you draw, a regular version and an Java version(i think), you don't have to be on there regularly to use certain tools. The Java version on Rate My Drawing is like photoshop, but it only has 3 layers and i haven't figured out completely how to use it.

by the way, it may not be called Java, maybe Beta or something, i haven't been on there for awhile....

I personally like RMD better but I'm usually on iscribble.

Also i often use Paint.NET for my photos, and I've herd by many people that GIMP is really good program, they always describe it as being like Photoshope but doesn't have all the tools PS has.

I use a free program called Photoscape. It doesn't have all the bells and whistles of Photoshop, but is good for basic photo manipulation.

I also have Picasa, which enables you to store all your photos in albums and email direct from the program.

Both are free and very easy to use.
