Well, there's alot of things and people often argue which is better, I'll list them in order of most important to least important in my opinion (but all of which are great characteristics)
- good personality, i.e. humble and kind (although it's very melodramatic, and perhaps not helpful in a fight, a good personality goes a long way and definitely makes you more likable, which could in turn get you a good coach or other things to your benefit) And it's not so great to look up to some guy as a great fighter when he's extremely proud and arrogant.
- mental awareness
- ability to form attack combination effortlessly and quickly
- ability to re-act quickly and appropriately based on the situation
- knowledge of many techniques and arts (jui-jitsu, muay thai, wrestling, boxing, and some traditional arts like Karate or Kung Fu)
- speed ( the faster, the better)
- endurance and stamina ( able to fight at near max potential for the whole fight)
- strength ("hit hard" and have sufficient muscle)
- flexibility

A good MMA fighter would have too be well rounded in all aspects of mma. Good cardio is a must. The great fighters have the mental toughness unlike any other. A good chin is also a must. Gotta be able to take a punch. The best example is the greatest fighter alive. Fedor "The Last Emperor" Emelianenko. Just trying to educate the masses that only know of the UFC

to be as good mma fighter you must be skilled in all areas of combat, punches, kicking, kneeing, elbows, the clinch these would come from muay thai, and boxing or other striking arts. you need to be able to execute and defend take downs, this would come from wrestling, you need to be able to execute and defend against submissions, this will come from brazilian jiu jitsu, or other grappling arts, and you need to have enough strength and cardio which would come from weight training, and cardio training. and of course intelligence comes to play, because you can't just go in there swinging you need to work the angles, and force your opponent into playing your game, and keep him from playing his game.

They are not object, they can not be considered as weapons but as persons, this is, they are responsable of their own actions. And also there are laws (in my country and I supose in most of the others), about street fighting, you fight, you go to jail, and also things get worse if you have some kind of advantaje over the adversary, physically or mentally. I think that there is noty specific mention about martial arts, but since the very training gives you some phisical advantaje, then is suficient to make things worst. Also, If you insult one of those guys I dont think that they will kill you, they may just submit you and make you say uncle or somethink like that, I mean even in a street fighting I dont think they will use lethal force unless they feel that they are in danger. I think that martial arts code says. Its better talk to hit its better hit than being hit its better hit than hurt its better hutr thant being hurt its better hurt than kill and is better kill than die
