I'm watching the capitals penguins game and heard for the second time something about tickets being limited..what is that all about? like a residence thing or something?

In Game 2 of the Stanley Cup finals tickets were only sold to residents of the Washington DC area and a few surrounding areas in order to create an all "Caps" fan attendance. It was also designed to limit Pens fans & supporters from attending the game.
