If the cable connecting PC3 to the switch is faulty, can PC3 communicate with the PC2 and why?

    If the fault means that the link between PC3 and the switch is completely down, then PC3 will be isolated from the network and won't be able to communicate with anything.

    If you are saying the cable to PC3 is faulty, PC3 cannot communicate with anything, including PC2.

    It cannot communicate. The cable is the communication path between devices, in other words the cable(s) enables the flow of data and when it is broken or damaged the communication path will be obstructed.
