I sure it varies by area but a lot of towns use an average of your water usage for Jan Feb and March to determine your sewage output
This is because during this time it is presumed that your water usage is primarily going to the sewer as you would not normally be using water outdoors at that time

The law is that nobody can bill you for anything without telling you what you're being billed for. On the water bill I get, on the back it says how much I pay for water coming into the house, and assumes the sewage will be at the same volume, but like your other answer, it's about 1.5x the incoming rate. In the detroit area, lots of folks have a second meter installed for their sprinkler and garden hose use, so they don't have to pay the other 1.5x more for sewer. Just having the 2nd meter costs $5 every 3months, if you use it or not, so folks who wash their cars and water a veggie garden won't really see any benefit from the 2nd meter, but folks who do the math and follow their usage can come up with a real cash figure before they decide it's equitable.

It does depend on where you live every city is different.
You know what i don't like about sewage charges,they charge the same amount of sewage as the water usage.
What? I water plants, i wash my car, I water 5 dogs a day and 3 cats, and i filled a 75 gallon fish tank and a 20 gallon fish tank, and many other things where that water does NOT go into the sewage. but we are charged for it. Not right.

sewage bills are charged by the City or County for being connected to their lines. Usually a percentage of water usage. In Ohio, sewage rate was 1-1/2 times the water usage.

The previous answer is the best answer for most areas, but some water companies charge for all drain/sewer water going out,(metered) and some charge by your water usage metered coming in.
When they measure coming in some people pay more than they should because of the previous mentioned reasons.

You will need to call the City Department on Monday with your details. Type of home, # of people, etc.
