Will you choose Saigon Mini Hotel or Bich Duyen Hotel?

in terms of location, safety, clealiness and value?

Saigon Mini hotel is USD $50 while Bich Duyen is USD $30 per night...

    I would use Saigon Mini Hotel because its somewhere at 3 and 4 stars but its expensive, Bich Duyen Hotel is cheap because its only 3 and a half stars!
