Why is it OK to use tax payers dollars for Free health care for Iraqis?

It isn't. The Republicans took billions of dollars of our money and gave it to Iraq, ignoring our concerns the entire time.

Perhaps they require the health care because they keep getting blown up by cluster bombs and air raids payed for with American taxes?

Likely b/c we're trying to form a positive relationship with them. You can't go into a Country, blow it to hell, not help the citizens and expect them to be on your side when the dust settles.
