You're going to have to go over a bridge somewhere. If you want to avoid the major bridges, you can go over the Chain Bridge which is a few miles inside the beltway, connecting Canal Road in DC with Rte 120 (becomes Glebe Road) in VA.
Here are Google Maps directions from Falls Road and River Road in Potomac, over the Chain Bridge, and then through local roads in VA to Reston. This is a pretty roundabout route.
1. Head southeast on MD-190/River Rd toward Counselman Rd 3.4 mi
2. Continue straight to stay on MD-190/River Rd 1.1 mi
3. Turn right at MD-188/Wilson Ln 0.9 mi
4. Turn left at MacArthur Blvd Entering District of Columbia 4.1 mi
5. Turn right at Arizona Ave NW 0.2 mi
6. Turn left to stay on Arizona Ave NW 0.1 mi
7. Turn right at Canal Rd NW 0.5 mi
8. Turn left at Chain Bridge Entering Virginia 0.3 mi
9. Continue on N Glebe Rd/VA-120 1.6 mi
10. Slight right at Williamsburg Blvd 1.7 mi
11. Slight right to stay on Williamsburg Blvd 1.0 mi
12. Continue on N West St 0.2 mi
13. Turn right at Great Falls St 2.9 mi
14. Slight right to stay on Great Falls St 302 ft
15. Turn left at Dolley Madison Blvd/VA-123 331 ft
16. Merge onto VA-267 W via the ramp to I-495Partial toll road 7.5 mi
17. Take exit 13 for Wiehle Ave toward VA-828 Toll road 0.4 mi
18. Turn right at Wiehle Ave 0.2 mi
19. Turn left at Sunset Hills Rd 0.4 mi
This route joins 495 briefly in Virginia but that's not necessary. Ignore the stuff past #16. I said "Reston, VA" was the destination and it picked an arbitrary point somewhere past Wolf Trap. The "partial toll road" is the Dulles (airport) access road and I don't know if that meets your requirement for "no highways".
I'd look at the map near where you want to go in Reston and perhaps map out a route from Chain Bridge to there.
Google maps is nice because you can modify their suggested route by dragging it to roads you want to use. That's how I made this route.

Randy gave you a good start.
To avoid highways in Virginia do this:
After you cross the Chain Bridge into Virginia, stay to the right which becomes Route 123
Take Route 123 through Mclean and to Tysons Corner
At Tysons Corner go onto Route 7/Leesburg Pike heading west--I believe the sign (which is small) says Reston
Take Route 7 all the way to Reston.

i'm able to help slightly. First, commuting expenditures, which incorporate tolls, are often no longer tax deductible. 2nd, i understand that the site visitors on 267 from Reston to the Beltway is undesirable. on an analogous time as i do no longer frequently go on course 7 in that course for the time of those cases, i've got faith it is likewise heavy--if it wasn't, human beings could use course 7 extremely than the motorway.
