Like everything else worth a tinker's curse in N.Z., it comes from England.

Chock-a-block (a nautical expression from sailing days) means full, and also the abbreviated 20th century version chocka or chocker. It was also WWII UK military slang meaning fed-up or disgruntled.

Chocka (chokka) is still quite common in the ex-colonies, not only NZ.

I think it comes from nautical terminology. It's chock-a-block. It means stuffed.
