Help getting rid of shoulder hair from a sunburn?

A few years ago I went to the beach and got sunburned. Sometime after I came back home I noticed I had a strange discoloring on my left shoulder only, it is a very light brownish color but looks as if it is sunburnt and hair continues to grow over that entire area only. How do I get rid of it and is it anything bad? I tried shaving the hair but I'm tired of that already because it keeps growing and it's embarrassing. Help please.

Update:

The hair doesn't come straight up, it goes down as if i brushed it with a comb.

    Is it raised or flat? If its raised you should definitely get it checked out.
