Why would the U.S. Mint make limited Lincoln coins?

They cost 8.95 + shipping for 2 rolls.

Yet on Ebay they are selling for $70.

Why not make more at a higher price?

Update:

I'm talking about the new pennies with the log cabin on the back.

    There will probably be over 1 Billion (that's billion with a B) Lincoln cents of each of the four designs from each mint or over 8 Billion cents minted in 2009. Sure that is less of each design than the over 2.5 Billion minted at each mint last year, but, if that is limited, then cents must be made of pure copper and they are making a profit too!

    They sell more and then they release more and devalue the coins for the people who purchased them for an investment.!~!
