Is it possible to open an account with Bank of Tokyo from the U.S.?
I'm going to be living in Tokyo for a year and my kids' school requires payments to the Bank of Tokyo. My bank is going to charge me $20 every time I have to wire money to the Bank of Tokyo. Perhaps it would better if I just opened an account with the Bank of Tokyo for this, and other, reasons. Can I do that from the states? If so, how?

It's Bank of Tokyo-Mitsubishi UFJ to be exact.
They have many branches in US. Contact one of them and ask if it's possible to open an account.

Union Bank of California is owned by MUFG (Mitsubishi-UFJ-Bank of Tokyo Group), you can try contacting them.
Or you could just remit cash through a Bank of Tokyo ATM. If you set up a checking account that allows you to withdraw money from foreign ATMs without additional fees (I know First Republic Bank has this, and some credit unions also offer this), then you can withdraw the money as yen from a Post Office ATM and then go to a Bank of Tokyo ATM and deposit the payment. Minimal fees involved this way.
If you'll be earning money in Japan, you'll have a Japanese bank account of some kind, and you could remit money directly to the Bank of Tokyo from whatever bank you're using. Again, minimal fees involved.
Edit: the "branches" of MUFG in the US are just offices, as far as I can tell you can't walk in and open accounts there.

Yes, we have a Branch where I live. Just check your yellow pages or Google it... i.e. Bank of Tokyo branches in the US
