d. I would like to go with e but it says "inhibits". Usually when they put a subjectively interpreted adjective like "well developed" you've got to be careful to stay away from absolutes in your answer. But then this question uses an ,"open to interpretation", verb like inhibits, again stay away from absolutes. Learned behavior is inhibited in conditions like autism or Down's Syndrome and they are a result of an underdeveloped central nervous system. And there again do they mean the brain or the spinal column and peripheral nerves?
Sorry, over thinking the question a bit.
God bless.
