Command Prompt, Regedit and similar commands don't work?

The problem is that when ever I open the command prompt it shuts down window explorer (explorer.exe) so then it restarts that process and the command prompt doesn't work.

Regedit and most of the windows commands has this same effect.

I've ruled out a virus since I've done a complete scan with over five different fully updated security suites.

I've tried checking the registry to see if it was disabled but couldnt find it.

Any help would be much appreciated

Thanks but I really need to resolve the problem on the existing software. Or at least find a command prompt that does what the previous one does. i need it for flushing the DNS and mainly the ipconfig command

    try a different registry editor

    Edit: It may just be a virus that wasn't detected with the scan. Try online scans and see if anything is detected. Run a few spyware scans too. Usually when a computer isn't working properly it is due to malware.

    Check if it is disabled

    User Key:

    1.HKEY_CURRENT_USER\Software\

    Policies\Microsoft\Windows\

    System

    2. Value Name: DisableCMD

    3. Data Type: REG_DWORD (DWORD Value)

    4. Value Data: (0 = default, 1 = disabled, 2 = disabled but allow batch)

    NOTE: If you do not have System in the left pane, then right click on Windows and click on New and Key. Type System and press Enter.
