What is the punishment for someone who ordered DTV coupons with his name, your address, stole and used them?
This person lived downstairs from me and now I can't get my own legal coupons.

Wait.. if they live downstairs then don't they live at the same address as you? So they ordered the coupons with their name and THEIR address. I suppose it could depend on who owns the house. I would assume this would be a small claims court issue if pursued as it's something like up to $40 per coupon.
The coupon rules just state 2 per household.

go to a local news station and ask for some they all have some to give out to those who waited until the last minute
