where can i find an inexpensive video program to do this...?

i run the sound and video at our church. and not very well at that. they are doing a concert and are asking me is it posssible to have lyrics animated and the background images moving on the screen. not powerpoint style, with a picture and lyrics pasted on top of it. something like in this video:

can someone give me an idea where to find an inexpensive program. most of the places i've ask start at $400. thats about $350 more than i want coming out of my pocket, oh yeah, anything i buy is at my expense. we're a small church of about 150 ppl.
