okay, so home dude stole like 70 bucks from me, i have his plate number but thats it. is there any way i can find this guy? without spending money? all the sites cost like 70 bucks anyway, so i might as well not even bother

You can file a complaint for petty theft with the local police, but unless they find that he has outstanding warrants, they won't do anything about it. (and no, they are not allowed to give you the info when they run the plate.)

The public can't access driver/vehicle information because of privacy laws. Only law enforcement and DMV personnel can access that information.
