I am competing for the first time on July 4th, in the No-gi novice heavyweight division, and wondering if it goes by rounds or if it is just a one round with the time limit.

One round. For novice I think it's 3 or 4 minutes. It's a tournament format, so you would wear yourself out having up to 5 multiple-round grappling matches back-to-back.
Also, bring a book. Those things take forever.
