how can I get the volume control to come up?

I click on the icon in the lower right hand corner and it will flash but not open. I went to control panel to the sound and I get the same response from there it will flash but not open. I have sound through my headphones but not the speakers,I plugged the speakers into the headphone jack and have no sound there. Any body got any idea what is going on here? I have tried every way imaginable to get my sound Control up and it just won't consequently I have no control and I think my speakers may be muted. Thanks for any input.

Thanks for the input I tried that and I get the message that "windows does not recognise the file or folder" any other suggestions?

    start > run > sndvol32

    or

    start > run > sndvol32.exe

    try restarting and then doing that if it keeps not coming up
