I am abroad and need to access certain websites in the USA. However, I need to have an IP address that is in the USA to access these websites.

You can't change your IP address.
You can try using a US-based Proxy: http://proxy.org/

Im sorry I cant really help you but I answered because Im very curious of what sites can only be used from a USA IP address I find that strange. Ive never herd of this before.
Oh did you try using a proxy site?

Rebecca's wording is a little awkward but that's essentially the only way I can think of set up your PC to forward all traffic through a USA proxy server. Global proxy settings should be an easy way of doing this. Set up Internet connection sharing with your pc, so other devices can connect to it as if it were a wifi hotspot. Connect to that instead of your home router and your Kindle's traffic should get forwarded through an American proxy. I don't exactly know how kindles and amazon's online store work but I feel like I should just give you fair warning about sending data to a random free proxy server, especially if this process involves passwords or credit card details or something similar, SSL or not, it's not as safe as you think. Anyway good luck if you give it a try, it shouldn't be too hard but you might need to Google some of the steps to get details specific to your PC's operating system etc.

You can't simply change your IP address. If you arbitrarily change your address, you will lose connectivity, since you must be within the same network you're using to get online.
What I think you want is an anonymous proxy server, which will allow you to connect and then re-route your traffic so that it appears to be coming from somewhere else. The question then is, will you be able to access one of these servers from your position abroad?

You can unblock most if not all websites if you have a good reliable VPN installed on your computer or smart device. Once you have this you can also watch all TV networks from abroad (BBC, ITV, Hulu, NBC etc) that are otherwise blocked. If you purchase a few months or a year upfront most of them give you pretty good discount.
