What is it like living in Boise, Idaho?

What would be a good neighborhood to look for homes in the $200,000 range and good school districts

Boise is a really nice town. Not really super-white (there is sizable Hispanic population there), but not particularly diverse either. Lots of outdoor activities in the mountains with skiing in the winter and hiking in the summer. The Downtown area is very cool with quite a few bars and restaurants with lots going on at night. Boise strangely has one of the largest (maybe THE largest) ethnically Basque population in the country, so there are quite a few Basque restaurants, especially Downtown.

Many families end up in Meridian and that's where a lot of the recent homebuilding had been going on. If you don't have kids though, there are some very cool neighborhoods closer into town like North End/Hyde Park. If you're willing to get out of town more though, then you can get some land (1-2 acres) and a decent house for about $200k.

Check out the yahoo real estate page. That's your best bet. But it would seem to me that Boise is a small town, no action, nice people, great outdoor activities, and you get more house for your money than in a big city. Homogeneous in racial makeup.
