I used to play but i deleted my account. Dont remember the username and password but i still have the cd key. Can i make a new account with this key?

Yes, you should be able to create a new account, and you can do it with any CD key. The keys are only used to validate the software, not the accounts that are played with them. You can play multiple accounts with the same WoW software on one computer, or you can go over to the house of a friend who has a computer with WoW and play with your account there. - LJS
