What type of dog could this be?

I saw a dog while I was driving in the car.

So the dog was small, about the size of a Shih Tzu, or a little bit smaller.

It was reaally fluffy. It's hair was wavy/curly and it was light brown.

It had really short legs.

So do you know what kind of dog it could have been?

    It's a Labshudle. You see lots of those in places where sight and wit fall below normal levels.
