The correct one is "How much does Marie have to pay?"

This is because "have" is the second verb in the statement (does is the first). The first verb gets conjugated (you know, like he has or we have) based on the subject, but the second verb stays in its infinitive form (the way the verb is unconjugated). "To have" is the infinitive of "have". It is confusing, but I hope you got all that.

How much does Mary have to pay? is correct.

as for the explanation, just read it, and "have to pay" sounds right.

they are both right, the words have and has are commonly used as helping verbs, like i have to clean my room, or she has to go to school, and any helping verbs can be combined with main verbs.

if you change the sentences into statements, they both sound correct.
