I have a water problem and need advice?

I have a spring and a sump pump that drain into a cistern in my backyard. There is a pipe that goes from the cistern through my neighbors yard. its 50 years old and has never been a problem but this year we have had a lot of rain and now the pipe is overflowing into my neighbors yard. The cistern is 7 feet deep and made of concrete blocks. What can I do to divert the water flow? Or could I pump it up into a tank and go "Green" for watering the lawn and washing the car?

    There has been a lot of rain in some parts of the country. That tank will hold a lot of water. Why not just pump it out and give the lawn a good watering. It should take some time to fill up again and this will provide some relief to the pipe on the neighbor's lawn.

    Is it also possible that the pipe under the neighbor's lawn is now broken and may need repair?
