Why was his question deleted?
The question was asking if the section P&S was not itself a violation of the Community Rules. Fair Question, open to opinion.
It was only on site for a matter of minutes. It was deleted
whilst I was answering it. It was not a criticism of P&S, where
like-minded people meet - it asked the simple question does it
breach it's own rules?
The fact that anyone, on a whim, can get it deleted proves
something.
I hope the asker poses the question again; and again; and again
until he gets some reasoned answers.
And yes, technically, it breaches it's own rules. But
live and let live.

It might help if we knew the question. If it breaches the rules, it will be deleted. If someone out there considers that it is in breach of the rules, it will probably be deleted whether it is technically in breach of the rules or not.
That's the way it seems to go.

It depends a lot on the FULL content of the question. If it went into a rambling 'rant' of the asker's position and opinion on the topic, that would make it a violation. If the asker began addressing additional comments to those answering, by name, it becomes chatting. If it was simply the base question, no added opinion, chatting, whatever, the person stands a good chance of reinstatement on appeal.
As to 'someone' getting things deleted 'on a whim', this generally is not the case. While SOME extremely reliable people MAY get a posting removed with a single report of a violation, that is the exception, not the rule. Generally, it takes several reports, often MANY reports -- and there are a lot of safeguards built in to help prevent capricious removal. But with so many rules, breaking them is pretty easy.

You were soliciting opinions. If you read the rules and community guidelines you would know that P&S does not hold to the same rules. That is why no TC badge is awarded in that category.
