Well, maybe. Technically an 18 or 19 year old is still a "teenager" so they can get a semi-auto M4. No guns if you're younger than that though.
Even so, the cheapest M$s ont he market right now are at least $700 and 1,000 rounds of ammo is about $400+! Do you really have that kind of money to spend? I think you'd get a lot more enjoymet out of a good air rifle, which is legal for you to buy.

If you live in America most states do not require any license to buy any sort of semi-auto weapon. You cannot buy a true full-auto m4 as they were made after 1986. There are a few states though which do require a license to own one of these. But in new york and kalifornistan they are illegal unless granfathered. But we would need your state to give a more clear explination. In some states sales to people under 18 is legal with parental consent. The minimum age is 18.
If you live in another country we must know that too.

If you are in the USA -- You can purchase an AR15... If your son is 18 and has no felony convictions then no license is needed.... Some states like california and a couple others do have restrictions but most states don't.....
Realize of course an M4 is a select fire or full auto weapon and are heavily regulated -- It is possible to get a license for one of those in some states but not all... Not sure of the age limit but it surely is 18 or 21 and over.... Plus the license, fee's background checks and costs of the firearm itself will run into the thousands of dollars....
But these semi-automatic AR15 rifles are legal in most places for an 18 year old.....

You cannot get a license for a semi-auto variant because there is none. However, you need a Class 3 permit, and a $200 tax stamp on a fully auto real deal. That and about $20,000 for a 20 yr. old gun (only ones really available). If you are 18, you can walk into a gun shop, pick one out, and buy it (semi-auto only). P.S. Don't act like an idiot in front of the clerk, or he might decide to not sell it to you, they can select their customers...)
