Percentage of federal government programs that are over budget?

I'm curious as to whether there's any way to tell, for a given year, what percentage of federal government programs or offices ended the year over budget. Can anyone point me in the right direction?

Update:

Clayton A: Since President Obama's first budget doesn't take effect until October 2009, I'd say the answer to your question is "all of them."

Seriously, people, I'm not looking for political commentary, I'm looking for actual answers.

    I don't know of a source, but I would be surprised if any were NOT over budget.

    Over budget by trillions, and focused on spending money on the most insane concepts the imagination can conceive of, that is the federal budget process. The only important thing in their minds is will it prevent them from being reelected.
