Italy does not have an international adoption program with the United States.
Basically, in order for an international adoption to be allowed, the country in question must have laws and a process for doing so. I recommend looking at the US State Department's website as a starting point.
International adoption isn't for the faint of heart. There is a lot of research that needs to be done beforehand. Raising a child from another country and culture is not the same as raising a biological child.

Why Italy? You can buy a child much closer to home for a whole lot less cash.

ETA having Italian ancestors does not entitle you to a child from Italy.
