Someone owns a domain I want. According to WhoIs, the domain expires soon. Should I wait or contact them?

The owner has no site registered at the address and the domain is set to expire in about a month. should I wait for the domain to expire and then register it, or should I contact him and offer a small buyer's fee in hopes that, knowing someone wants the domain, he doesn't renew his registry and camp on it for much more money than I'm willing to spend.

    I was in the same situation. I waited, watching the whois every day watching the status change from one cryptic status code to the next and before it ever became available, someone else managed to pick it up for 3 years. I give up
