We filled up our sergeant's car with styrofoam peanuts and then 'shrink wrapped' the entire car in saran wrap.

If your friend has done prank calls before impersonating a police officer and the police know it, it will be a little difficult for your friend to explain that he is not part of another prank call. It's the whole crying wolf thing. Your friend also has to be careful about saying he's 17, because that's not a free pass. That's close to the legal age. A person of that age should know better not to make prank calls. Your friend should be considered lucky to have gotten off with only a verbal warning. This should be a lesson learned so that he can straighten up and fly right.

Go buy a short can of silly string at the dollar store (the 3-4" tall ones). Wrap it in black electrical tape, then start bragging about your new "pepper foam." When you've got their attention, take it out as if to show them, and spray it at them.

I have sent guys to road construction areas to reset traffic cones, pepper spray the area under the windshield for the air intake for the heater/air conditioning system, or put a dead fish underneath there seat of their car.

Great ideas. Maybe they'll miss the radio call next time you need backup.
